On behalf of Aspen House Limited Partnership., Cook Inlet Housing Authority (CIHA) is accepting sealed bids from responsible and responsive contractors for Aspen House Senior Housing Development, located at Tract 2, Willow House Subdivision on Knik-Goose Bay Road, Wasilla, Alaska 99654.

The Contractor shall furnish, install and perform all work necessary to complete the Aspen House Development Project as described in the contract documents, adhering to all applicable local, state and federal regulatory building codes and standards. The scope of work includes, but is not limited to, vertical construction of one three-story building totaling approximately 40,061 SF with 40 dwelling units. The building will have 30 one-bedroom units and 10 two-bedroom units, community rooms, offices, elevator, and solar PV system. Civil work to include but not limited to final grading, D1 & paving; concrete curb, gutter and sidewalks, landscaping, utilities, and site lighting. The project is designed to meet Uniform Accessibility Standards and with the State of Alaska Building Energy Efficiency Standards (BEES).

The anticipated start date is July 1, 2023, and the completion date is anticipated to be August 30, 2024.

100% Performance and Payment Bonds will be required for the project.

Bids must be hand delivered, mailed, or emailed to CIHA at 3510 Spenard Rd, Anchorage, Alaska 99503 by the deadline. Bids received after this time shall not be accepted. It is the bidder’s responsibility to ensure its bid is received at the specified location and time. Specified Dates:

Bid Due Date April 25, 2023, 2:00 p.m.

Public Bid Opening April 25, 2023, 2:15 p.m.

Bid documents will be available on our website at www.cookinlethousing.org. Plan holders are responsible to check the website for addenda.

Preference. Preference will be given to Minority- and Women-owned and Section 3 businesses. Minority- and Women-owned and Section 3 businesses are encouraged to submit bids. Contractors requesting a preference must submit form HUD 5369-A with its bid.

Equal Employment Opportunity. The Contractor may not discriminate against any employee or applicant for employment because of race, religion, color, national origin, age, physical handicap, sex, marital status, changes in marital status, pregnancy, or parenthood. The Contractor shall post in conspicuous places, accessible to employees and applicants for employment, at the location of the grant project, notices setting out the provisions of AS 18.80.220.

The Contractor shall state, in all solicitations or advertisements for employees to work on this project, that the Contractor is an equal opportunity employer (EEO) and that all qualified applicants will be considered for employment without regard to race, religion, color, national origin, age, physical handicap, sex, marital status, changes in marital status, pregnancy, or parenthood.

The Contractor shall include the provisions of this EEO article in every subcontract relating to this Contract and shall require the inclusion of these provisions in every agreement entered into by any of its subcontractors, so that those provisions will be binding upon each subcontractor.

This Invitation to Bid is not to be construed as a commitment of any kind nor does it commit CIHA to pay for any cost incurred in the submission of bids or any other incurred costs prior to the execution of a contract.
