Description
General Functions
Primarily responsible for coordinating all phases of construction and fixed asset accounting as well as inventory tracking and associated reporting. Responsibilities include development of depreciation and amortization schedules, project reporting, project reconciliation, as well as knowledge of cost certifications, and accounting processes related to Low Income Housing Tax Credit (LIHTC) developments. Assists in the day-to-day financial operations of Cook Inlet Housing Authority (CIHA), ensuring transactions are recorded in accordance with GAAP (GASB and FASB, as applicable) and policies and procedures.
Major Activities (Typical Duties/Responsibilities)
- Responsible for Construction Work in Progress (CWIP) for CIHA and affiliated companies. Compiles, processes, analyzes, and reconciles a variety of transactions and accounts for proper accounting classification and integration into CIHA books. Examines accounting transactions and documents and initiates adjusting entries as appropriate while maintaining close coordination with Development/Project Managers.
- Schedule and meet regularly with Development/Project Managers regarding current project cost accounting. Respond timely to internal stakeholders’ requests for information and research.
- Prepare various schedules and reports for internal and external users for financial and grant audits, cost certifications and break-even analysis. These include but are not limited to financial statements footnotes and supporting documentation, project cost / fixed asset reports, and inventory reports.
- Ensures project budgets are entered correctly and analyzed monthly.
- Develop and maintain Capital Administration overhead allocation schedules to reflect full cost of projects.
- Review reconciliations, journal entries and other work prepared by accounting staff to ensure accuracy and compliance with CIHA policy and procedures.
- First responder to accounting special project needs of CIHA development staff and grant program managers.
- Prepares various monthly and annual schedules reconciling sub-ledgers to the general ledger for CIHA and additional companies, as needed.
- Participate in system and internal control design.
- Develop, review and update written procedures, cross train in other duties as well as cross train others.
- Completes special projects and other duties as assigned.
Skills and Abilities
- Maintain a strong knowledge of generally accepted accounting principles with emphasis in governmental accounting principles.
- Knowledge of project cost accounting including proper budgeting, tracking/monitoring, reporting, and closing processes.
- Strong analytical skills including the ability to research, analyze and review complex financial transactions and documentation from multiple sources and understand how various systems interact.
- Computer skills with emphasis in Microsoft Office (Excel, Word, Outlook) and various accounting software platforms.
- Ability to maintain effective organizational and time management skills with a high degree of independence to accomplish assigned tasks.
- Ability to work effectively with department management and staff.
- Strong communication skills.
- Extremely strong DR/CR knowledge.
Education and Experience
- Bachelor’s degree in business administration or finance with an emphasis in accounting or equivalent experience.
- Five years progressive experience in accounting functions and in the utilization of accounting software.
- Additional advantageous experience, but not required: construction accounting; cost allocations and job costing; capital project budget and reporting; former CPA firm employment; MRI Real Estate or Microsoft Dynamics Great Plains software experience.
