Spenard East Housing Development Phase I

On behalf of Cook Inlet Housing Development Corporation, Cook Inlet Housing Authority (CIHA) will accept sealed bids from responsive and responsible Contractors for the Spenard East Housing Development Phase I project. The project site is at the parcel located at Lot 1, Spenard East Subdivision in Anchorage, Alaska.
The scope of work includes construction of three (3) new buildings as follows: Building 1 is a three-story senior complex (23,018 sf) which includes 19 units; Building 2 is a three-story multi-family complex (20,925 sf) which includes 21 units; and Building 3 (Deductive Alternate) is a two-story multi-family complex (8,258 sf) which includes eight units. This includes all deep utilities, sitework, community rooms, elevators, solar PV and finishes per CIHA specifications.
Work is expected to begin in May 2021. Expected completion of construction will be in phases beginning May 31, 2022 (8-plex), June 30, 2022 (Multi-Family), July 31, 2022 (Senior).
This contract award is subject to project funding, CIHA Board approval, and final firm fixed price based upon the completed design being within CIHA’s project budget. Project funding awards are expected to be affirmed by late December 2020/early January 2021. There will be no General Contractor cost recovery if project funding and Board approval are not received, and a final firm, fixed price cannot be agreed upon. The final contract scope will depend on Owner funding availability. The final contract will be with Limited Partnership (to be named) c/o Cook Inlet Housing Authority (Developer).
100% Performance and Payment Bonds will be required for the project.
Preference will be given to Minority- and Women-owned businesses and Section 3 businesses. Minority- and Women-owned, and Section 3 businesses are encouraged to submit Bids.
