Cook Inlet Housing Authority (CIHA) is accepting sealed bids hand-delivered, mailed, or emailed from responsible and responsive contractors for the Baxter Family Housing Phase II – Flooring project, located at 4230 Baxter Road, Anchorage, Alaska.

SCOPE OF WORK: The contractor shall furnish all labor, materials, tools, equipment, and supervision required to provide a complete installation of glue down luxury vinyl tile (LVT) flooring for Baxter Family
Housing Phase II, in accordance with the construction drawings, the locally adopted building code, and all authorities having jurisdiction.
Work includes preparing the subfloor or existing substrate by addressing joints, ridges, low spots, and surface irregularities using a lightweight, self-leveling Ardex product or approved equal. All required surface preparation, including sanding, grinding, setting or removing protruding fasteners, floating low areas, scraping debris, and applying cement-based leveling compound, shall be performed to ensure the substrate is smooth, level, clean, structurally sound, and suitable for a defect-free flooring installation.

The anticipated start date is approximately August 1, 2026, and the building completion dates are phased with two (2) buildings completed by July 31, 2027, two (2) buildings completed by August 31, 2027, and one (1) building completed by September 30, 2027.

Bids must be hand-delivered or mailed to CIHA at 3510 Spenard Road, Anchorage, Alaska 99503 or emailed to procurement@cookinlethousing.org to be received by the deadline below. Anchorage Community Land Trust – Kitchen incubator

On behalf of Anchorage Community Land Trust (ACLT), Cook Inlet Housing Authority (CIHA) will accept
proposals from responsible and responsive contractors for the Kitchen Incubator project located at 3709
Mountain View Drive, Anchorage, Alaska.

The scope of work for this project includes, but is not limited to, the new ground-up construction of a
single-story, approximately 6,026 SF commercial kitchen incubator facility located at 3709 Mountain View
Drive, Anchorage, Alaska. The building is Type VB construction, Occupancy Group F-1, slab-on-grade,
non-sprinklered, with a wood frame and built-up roofing system. Interior program includes four
commercial kitchens, dry and cold storage, locker rooms, a meeting room, reception, office, break room,
mechanical room, and common restrooms. All MEP systems, site work, civil improvements, and utility
connections are included in the work. Kitchen equipment is Owner-Furnished, Contractor-Installed
(OFCI) and the GC is responsible for all MEP rough-ins, coordination, installation, and commissioning of
Owner-supplied equipment. The Contractor shall manage all construction traffic and pedestrian safety in
consideration of Clark Middle School and the active bus stop at the property line, in accordance with an
approved traffic control plan.

The anticipated Notice to Proceed date is June 1, 2026. Substantial Completion is required by August
31, 2027.

SCOPE OF WORK

The vendor shall supply all materials required for the Baxter Family Housing Phase II project as described in the solicitation documents and in accordance with applicable local, state, and federal codes and standards. All materials shall meet the specified performance requirements and be suitable for use in residential construction consistent with industry standards. Any material colors, finishes, or product selections identified in the project documents that require owner input shall be selected and confirmed by CIHA following the bidding process and shall not affect the vendor’s proposal. The vendor shall provide the complete framing materials package, including dimensional lumber, engineered lumber, sheathing, subfloor products, structural connectors, and all related components identified in the solicitation documents. Materials required for exterior decks shall be furnished by the vendor and shall include deck framing lumber, decking materials, blocking, connectors, flashing, waterproofing components, and any additional elements shown in the exterior detail drawings. All materials shall be supplied in a manner that protects them from moisture and physical damage.

CIHA will provide an approximate materials list for bidding purposes. The vendor shall base its pricing on the quantities provided. If discrepancies, omissions, or inconsistencies are identified during bid preparation, the vendor may submit a revised or supplemental materials list as part of its proposal. All vendor-submitted lists shall be treated as informational only unless specifically accepted by CIHA. The vendor shall not be responsible for preparing a full project materials takeoff.
The vendor shall ensure that the materials supplied conform to the requirements of the solicitation documents and shall verify that delivered products match the items and quantities listed on the final approved purchase order. The vendor shall notify CIHA of any shipping shortages, damages, or manufacturer-related issues. Delivery shall be made to the designated laydown area in Anchorage identified by CIHA, and the vendor shall be responsible for offloading all materials from their delivery vehicle and placing them within the designated area in a manner that protects the products from moisture and damage.
The vendor shall provide the documentation normally associated with the materials supplied, including product data, certifications, warranties, and any specific submittals identified in the solicitation documents. All records and supporting information shall be accurate and submitted in accordance with CIHA requirements. The vendor shall maintain material-related documentation for CIHA’s project files and furnish additional product information if reasonably requested to support verification of materials delivered to the project.

Any colors, finishes, hardware functions, or product selections requiring owner input shall be confirmed by CIHA following the bidding process and shall not affect the vendor’s bid.

The vendor shall provide pricing for the materials identified in the CIHA-provided materials list, including a cost breakdown per item and a total material cost. Following award, CIHA will issue a purchase order that reflects the final approved materials, and the vendor shall deliver materials in accordance with that purchase order. All delivered materials shall be in a condition that protects them from moisture and physical damage. The CIHA-provided materials list is intended only to establish a consistent basis for comparison between bids. Vendors shall base their pricing on the quantities provided. The list is not exhaustive, and vendors are not required to perform a full materials takeoff. If discrepancies or omissions are noted during bid preparation, the vendor may submit a supplemental list with their proposal for CIHA’s information.
The vendor shall deliver materials to the designated laydown area, offload them, and place them in a protected manner. The vendor shall report any shortages or damage at the time of delivery. The vendor shall provide standard product documentation, including data sheets, certifications, warranties, and any submittals required by the solicitation documents. Documentation shall be accurate and submitted in accordance with CIHA requirements.

Cook Inlet Housing Authority (CIHA) is now accepting proposals from responsive and responsible Contractors with residential development experience to perform all phases of siding installations for residential single-family, duplex, and multi-family homes.

SCOPE OF SERVICES

In accordance with the construction drawings, the current adopted International Residential Code (IRC), International Building Code (IBC) including local amendments, Municipality of Anchorage Building Safety Department and other regulatory agencies having jurisdiction, furnish all labor, and equipment to perform and install work described below.

Siding Installation Services
Provide all wood, composite, plastic or metal siding installation services in accordance with the
specifications and building codes referenced in the Scope of Services above to include but
not limited to the following:

  • Ceiling soffits at covered decks and porches (Note CIHA does not soffit roof eves on
    pitched roofs)
  • Building wrap envelopes such as Tyvek or other manufacturers
  • Bitumen tape flashing per specifications
  • All metal flashings at foundation, windows and doors, (Fry Riglet) for wood panels and others
  • Horizontal wood or composite siding
  • Faux brick panels, made from various materials
  • Wood or cement siding panels
  • Metal siding panels
  • All flashings and metal trim as specified by metal siding manufacturer
  • Composite wood siding planks with concealed fasteners
  • Window and door trim, building corners, “belly bands” wood columns, wainscoting, garage
    door wraps and all other trim work as specified
  • Lighting and other electrical and plumbing equipment blocks
  • Apply all flexible siding caulk per manufacture recommendations to fill gaps on all siding
    installations where required to keep buildings weather tight

Siding Installation Standards

  • All exterior siding shall be in strict conformance with the construction drawings,
    specifications and all applicable building codes
  • All building wrap is to be attached, taped and flashed in accordance with manufacture
    specifications in a shingled fashion from roof eves to building foundation
  • All siding or other work under this contract shall be plumb, level, square and rigidly
    secured, following nailing schedules set forth by the construction drawings
  • Material shall be used in a manner that will obtain maximum utilization and minimum
    waste
  • Caulk material is to be applied in a workmanship like manner per manufacture specification

Cook Inlet Housing Authority (CIHA) is now accepting bids from responsible and responsive Contractors for Baxter Family Housing Phase II Framing.

The scope of work for this project includes the contractor shall perform all framing activities
required to complete the Baxter Family Housing Phase II project as described in the contract
documents and in accordance with applicable local, state, and federal codes and standards.
Framing shall be completed in a workmanlike manner consistent with industry standards.
The framing contractor shall provide all labor, tools, equipment, forklifts, telehandlers, lifts,
staging, nails, fasteners, staples, adhesives, saw blades, and any other customary items typically
supplied by framing contractors as part of standard industry practice. All equipment and
material-handling machinery required to complete the framing work shall be supplied by the
contractor.

All framing materials, including dimensional lumber, engineered lumber, sheathing, and structural
connectors, will be furnished by the Owner as shown in the contract documents. The contractor
shall receive, stage, and verify materials delivered to the site and notify CIHA of any shortages or
damages.

Work includes building layout, wall framing, floor and roof framing, sheathing installation, stair
framing, temporary bracing, blocking, and fire stopping. The framing contractor shall complete all
work necessary to deliver the framing ready for inspection in accordance with the contract
documents.

The anticipated start date is approximately August 1, 2026, and the building completion dates are
phased with two (2) buildings completed by July 31, 2027, two (2) buildings completed by August
31, 2027, and one (1) building completed by September 30, 2027.
