Invitation to Bid
3600 Spenard Heat Conversion Project
Cook Inlet Housing Authority (CIHA) is accepting sealed bids and must be hand-delivered, mailed,
or emailed from responsible and responsive contractors for the 3600 Spenard Heat Conversion
project located in Anchorage, Alaska.
The scope of work for this project includes the contractor to furnish, install and perform all work
necessary to complete the 3600 Spenard Heat Conversion project as described in the contract
documents, adhering to all applicable local, state, & federal regulatory codes and standards.
The scope of work includes, but not limited to, removing existing VRF water source heat pump
and terminal equipment serving all three floors of the building and replace with fan coil units
connected to existing boiler system. This project will be done in two (2) phases. Phase 1 will
be for the first floor only and Phase 2 will be for floors 2 & 3. CIHA anticipates that Phase 1 will
be done in 2025, and Phase 2 will be done in the Spring of 2026.
Phase 1 of the Work is anticipated to begin at the beginning of July 2025 and is expected to be
completed by August 31, 2025. Phase 2 of the Work is expected to begin in the Spring of 2026
and is expected to be completed by June 30, 2026.
100% Performance and Payment will be required for the project.
Bids must be hand-delivered or mailed to CIHA at 3510 Spenard Road, Anchorage, Alaska 99503
or emailed to procurement@cookinlethousing.org to be received by the deadline below. Bids
received after this deadline shall not be accepted. It is the bidder’s responsibility to ensure its bid
is received at the specified location and time.

Bid Due Date July 2, 2025, 2:00 p.m.

Bid documents will be available on CIHA’s website at www.cookinlethousing.org. Plan holders
are responsible to check the website for addenda.
