Cook Inlet Housing Authority (CIHA) is accepting sealed quotes hand-delivered, mailed, or emailed from responsible and responsive contractors for the Baxter Family Housing Phase II – Insulation & Drago Wrap Vapor Barrier project, located at 4230 Baxter Road, Anchorage, Alaska.

The Contractor shall furnish all labor, materials, equipment, and incidentals necessary to complete the installation of the vapor intrusion barrier and all insulation work required to complete the Baxter Family Housing Phase II project as described by the construction documents and in accordance with applicable local, state, and federal codes and standards, including compliance with the Alaska Building Energy Efficiency Standard (BEES). Before commencing work, the Contractor shall review site conditions and
coordinate all scheduling and sequencing with the Project Superintendent. All work shall be completed in a workmanlike manner consistent with industry standards. The Contractor shall also work with CIHA to schedule and complete all Municipality of Anchorage inspections required before any vapor barrier or insulation work is concealed.

The anticipated start date is approximately August 1, 2026, and the building completion dates are phased with two (2) buildings completed by July 31, 2027, two (2) buildings completed by August 31, 2027, and one (1) building completed by September 30, 2027.

Mailed and hand-delivered quotes: Quotes must be received no later than the deadline stated in the Specified Dates according to the time clock located at CIHA’s front desk.

Emailed quotes: Quotes must be received no later than the deadline, according to the time and date received by CIHA’s email server.

INVITATION TO BID – KENAITZE POINTE NEW ROOF UPGRADE – 26T-DV-110

Cook Inlet Housing Authority (CIHA) is accepting sealed bids from responsible and responsive contractors for the Kenaitze Pointe – New Roof Upgrade project, located at 8871 Centennial Circle, Anchorage, Alaska. The work under this contract consists of a complete roofing systems upgrade at the Kenaitze Pointe building. The Contractor shall remove and dispose of the existing roofing membrane, pipe and vent boots, associated flashing, and all roofing accessories down to the existing cover board. The existing cover board and rigid insulation shall remain. All existing roof drains and overflow drains shall be removed and reinstalled as required for the new membrane installation. The existing metal parapet cap shall be removed and replaced with new. The asphalt shingles on the five dormer structures will also be removed down to plywood and replaced with new.

The anticipated start date is Summer 2026, with project completion by September 30, 2026.

Sealed bids must be submitted, clearly marked: “Attn: Procurement, ITB # 26T-DV-110, Kenaitze Pointe –New Roof Upgrade – Do Not Open”. CIHA will reject bids received after the deadline. Faxed bids will not be accepted. CIHA will open and read accepted bids at the time stated in the Specified Dates.

Mailed and/or hand-delivered bids: Bids must be received at CIHA, Attention: Procurement, 3510 Spenard Road, Anchorage, Alaska 99503 no later than the deadline stated in the Specified Dates according to the time clock located at CIHA’s front desk.

Emailed bids: Bids must be received by the Procurement Department at procurement@cookinlethousing.org. Bids must be received no later than the deadline, according to the time and date received by CIHA’s email server.

CIHA will not be bound by any oral interpretation of this ITB. Questions are encouraged and must be sent in writing to Procurement by the deadline in the Specified Dates. Questions received after the deadline will be disregarded. Substantive issues received by the deadline will be answered by addendum to all plan holders.

INVITATION TO BID – KENAITZE POINTE MECHANICAL SYSTEMS UPGRADE

ITB #26T-DV-109 – KENAITZE POINTE – MECHANICAL SYSTEMS UPGRADE

The work under this contract consists of a partial mechanical systems upgrade to the existing
mechanical room within the Kenaitze Pointe building. The Contractor shall remove and dispose
of all existing boilers, hydronic pumps, air separator, associated piping, exhaust flue assemblies,
and all related appurtenances as indicated on the drawings. In addition, the existing snow melt
system shall be demolished and abandoned/capped at floor penetration. Existing systems
designated to remain shall be protected and maintained in service throughout construction.

The Base Bid shall include the furnishing and installation of all new condensing boilers and
associated DDC controls, hydronic and boiler circulation pumps, air and dirt separator, and
associated domestic water, hydronic, and natural gas piping. All new equipment shall be installed
on new housekeeping pads (if necessary), seismically restrained, and all piping insulated per the
project specifications. All electrical work associated with the Base Bid scope shall include the
removal of existing branch circuit wiring serving demolished equipment and the installation of new
branch circuit wiring and connections for all new mechanical equipment. Where existing circuitry
is unsuitable, new circuits and control wiring shall be provided in conduit per the specifications.
Panel schedules shall be updated upon project completion to reflect all revised and new loads.

Kenaitze Pointe is an occupied residential building and shall remain occupied throughout the
duration of construction. The Contractor is responsible for maintaining active building systems at
all times and shall plan and sequence the work to minimize disruptions to building occupants.
System shutdowns shall be limited to a maximum of two (2) planned events — one to transition
from the existing systems to temporary systems, and one to transition from temporary systems to
the new permanent systems. All planned shutdowns shall be coordinated with and approved by
the Owner a minimum of two weeks in advance.
The Contractor is responsible for obtaining and paying for the building permit and any other
permits required to complete the work and obtain a certificate of occupancy.

The anticipated start date is June 1, 2026, with project completion by October 30, 2026.
